The Ministry of Commerce and six other departments issued Announcement No. 8 of 2026, officially announcing the revised "Catalogue of Encouraged Import Services", which came into effect on the date of issuance, and the 2019 old version was abolished simultaneously. The new policy focuses on the two core areas of the instrument industry: R&D and design, and inspection and testing. It includes basic and cutting-edge disciplines such as instrument science and optical engineering in the scope of import encouragement, opening up channels for domestic R&D to connect with international advanced technologies. The policy focuses on supporting the introduction of core technologies of high-end instruments, as well as their digestion, absorption and re-innovation, helping to solve the "bottleneck" problems in the industrial chain and optimizing the industry competition pattern. For domestic instrument enterprises, it not only provides a path to benchmark international advanced levels, but also accelerates the process of domestic substitution of high-end products, which is particularly beneficial for enterprises engaged in foreign trade of industrial testing instruments to expand technical cooperation.
